Busy season in store for Lapeer County Road Commission

Photo by Andrew Dietderich MAYFIELD TWP. — The Lapeer County Road Commission already has a long “to-do” list for this construction season — with more projects likely on the way as townships throughout the county contract for even more work to be done.

It’s too early to attach specific dates to each project, said Destain Gingell, county highway engineer, Lapeer County Road Commission (LCRC).

However, there are nearly 50 projects LCRC is set to tackle on Lapeer County’s primary and local roads.

LCRC is responsible for primary roads in the county, while it is contracted by townships to do local road projects. As previously reported in The County Press, officials in each respective township ultimately decide what local road projects to pursue via contract with LCRC.

“We’re paving a lot more miles this year with the additional funding we’ve received,” Gingell told The County Press.

The Michigan Legislature on Feb. 21 approved a $175 million infusion into the state’s roads, a 7 percent boost over existing spending and a bid by lawmakers to accelerate a two-year-old deal to improve deteriorating transportation infrastructure.

Lapeer County’s share is approximately $920,000 — a combination of what would go to the Lapeer County Road Commission ($769,930) as well as to the villages and cities ($149,283).

Gingell provided a comprehensive list of projects.

Primary road projects are:

• Dorrow Road: Reconstruction between Brown City Road and Imlay City Road

• Almont Road: Asphalt overlay between Kidder Road and County Line

• Attica Road: Crush and reshape between Summers Road and Blacks Corners Road

• Five Lakes: Aggregate resurfacing between Peppermill Road and Newark Road

• Rochester Road: Mill/ asphalt overlay between Boardman Road and Hough Road; asphalt overlay between Hough and Casey roads; asphalt overlay between Casey and Dryden roads

• Sutton Road: Crush and reshape between Lake Pleasant and Rochester roads

• Newark Road: Crush and reshape between Morris and Broker roads

• Peck Road: Chip seal between M-53 and railroad tracks; chip seal between railroad tracks and Cade Road

• Dryden Road: Bridge preventative maintenance on a bridge over South Branch Flint River

• Lippincott Road: Bridge preventative maintenance on a bridge over Farmers Creek

• Peppermill Road: Bridge preventative maintenance on a bridge over South Branch Flint River

• Brown City Road: Bridge preventative maintenance on a bridge over Mill Creek Drain

Local road projects are:

• Flint River Road: Bridge preventative maintenance on a bridge over South Branch Flint River

• Fairground Road: Reconstruction between Imlay City Road (township limits) to north of Lierman Road

• Turrill Road: Reconstruction/traffic signal at M-24 intersection

• Oregon Road: Crush and reshape between west of Gray and Bassett roads

• Indian Road: Remove and resurface between Oregon Road and approximately one-half North

Additionally, LCRC is set to do resurfacing of local dirt roads (known as aggregate resurfacing) throughout the county. The type of resurfacing (limestone or natural) and timeline is to-be-determined, but the current list is:

• Bishop Road: Between General Squier and Boardman roads

• Sandhill Road: Between Hough and General Squier roads

Hollow Corners Road: Between Mill and Bishop roads

• Sutton Road: Aggregate Between Rochester and Bishop roads

• Bowman Road: Between I-69 and Rider Road

• Rider Road: Between Bowman Road and Country Kate Lane

• Fox Lake Road: Between Washburn Road and a dead-end

• Brauer Road: Between Herd Road and a dead-end

• Brocker Road: Between Blood and Gardner roads

• Barber Road: Between Brocker and Rock Valley roads

• Gardner Road: Between Rock Valley and Davison Lake roads

• Farmers Creek Road: Between Herd and Baldwin roads and between Baldwin Road and a dead-end

• Young Road: Between Bowers and Attica roads

• Davis Road: Between Five Lakes and Evans roads

• Evans Road: Between Davis and Imlay City roads

• Hunters Creek Road: Between Lake Pleasant and Atwell roads, and between Atwell and Summers roads

• Sutton Road: Between Atwell and Black Corners Road

• Force Road: Between Bowers and Imlay City roads

• Winslow Road: Between Belle River and Newark roads

Additionally, LCRC has been contracted to provide aggregate resurfacing for as-yet unidentified roads in Attica, Metamora, Burnside and Imlay townships.

County road maintenance and improvements are funded primarily through the state-collected fuel taxes and vehicle license plate fees. Gas tax revenues are the single largest funding source. LCRC receives no direct revenue from property taxes, as LCRC is separate from county general government.

Of the money the county road commission receives from the state, 65 percent is dedicated to primary roads and 35 percent is for local roads. (The split is based on the idea that primary roads handle more traffic.)

How much money each township is allocated from the state is based on a formula — 65 percent mileage (of roads in the county) and 35 percent population.

Additionally, townships must match 50 percent of the amount spent on local road projects, per Public Act 51.
