     Whoa! ELBA TWP. — A motorist in a blue truck, pulling a horse trailer, broke down in a construction zone Oct. 26 just east of mile marker 154 on I-69. The motorist told Central Dispatch that traffic was frightening the horse and it was trying to kick its way out of the trailer. A tow truck was dispatched and police notified.
